This document has been drawn up following the extreme weather experienced in 2010. East Riding of Yorkshire Council set up a Severe Weather Fund which gave grants to Town and Parish Councils to help deal with the snow. Catton Parish Council was awarded £1000 which was used to purchase two hand-push spreaders, a supply of “Ice Clear” and rock salt, shovels and high visibility jackets. This is all being stored in the village hall and at other locations in the village ready for when it is next needed.

In order for us to be effective we need to have a co-ordinated approach and we need to enlist local help; this can be in many forms from those with farm equipment to clear snow, help using the spreaders, looking after those vulnerable members of the community or ensuring the village hall is open to give helpers tea and coffee.

The priorities have been defined as:

  1. Clear Church Lane in order to allow access to Stamford Bridge. This is vital for the Doctors Surgery, the pharmacy and the shops.
  2. Ensure that any vulnerable members of the community are cared for.
  3. Clear pavements and paths in both villages.

 

The organisation chart details the ‘chain of command’ to set the action plan into operation. In the first instance a, b and c will communicate and from there will contact those in line 3. These people have been identified as they may store parish equipment or they have volunteered to co-ordinate residents who have offered to help in any capacity. From this any additional volunteers will be contacted and given the required details.

Location

During an emergency it is essential that the emergency team meet together to coordinate and manage their response. The designated meeting place will be Low Catton Village Hall. The hall has been chosen as it is large enough to ‘house’ the team and volunteers, has access to kitchen facilities and toilets. Should mobile reception be limited the telephone kiosk is adjacent to the building.

Vulnerable Members of the Community

During extreme weather it is likely that some members of our community may become more vulnerable than others and in need of greater assistance. The Parish Council is therefore wishes to promote a system whereby people are encouraged to check on their own next door neighbours. If you feel that you will be particularly vulnerable or if you know of a resident who is, please advise any of the Parish Council members.
